In March 2010 the ATO introduced legislation to regulate the bookkeeping industry, due to the varying levels of bookkeeping skills and experience available. There are harsh penalties for providing BAS services without being a Registered BAS Agent. Although a non registered bookkeeper can still perform limited services, they must operate under the supervision of a BAS Agent.
